# Create a fee

> Set a fee's name, price, the products and orders it applies to, and where — and check it in the live preview before it goes live.

Open **Fees & Surcharges** in the app and click **Create fee** (or pick a preset on the empty Fees page). The editor has six sections; the **Setup progress** bar at the top fills as you complete the required ones.

> The **Live preview** on the right is a test cart. Add products with **Add test product**, change quantities and the shopper's country, and switch between **Cart** and **Checkout**. It uses the same calculation Shopify runs at checkout, so what it shows is what shoppers are charged. When a fee isn't charged, it tells you why.

## 1. Fee details

| Setting | What it does |
| - | - |
| **Fee title** | The name shoppers see in the cart and at checkout, for example *Packaging fee*. |
| **Common fee types** | Fills in a preset's title, image and a typical price. You can change everything afterwards. |
| **Fee image** | Shown next to the fee in the cart. Pick one of the five icons or upload your own (PNG, JPG, WebP or GIF, up to 2 MB). |
| **Fee description** | Optional text for the fee's product page. |

## 2. Pricing

Choose **Fixed amount** or **Percentage**.

> **Fixed amount**
>
> Enter the fee in your store's currency. Under **Charge this fee**, choose:
>
> * **Once per order** — one fee whatever the cart holds.
> * **Once per matching item** — the fee times the number of items it applies to. Turn on **Limit the number of times this fee is charged** to cap it (for example, at most 3 ice packs), and **Show one fee per matching item** if the fee line's quantity should follow the items.

> **Percentage**
>
> Enter the rate, and optionally a **minimum** and **maximum** fee in your store's currency. For a fee that applies to specific products, choose whether the percentage is calculated on **the whole cart** or **only the matching products**.
>
> Percentages are calculated on prices **before discounts**.

Shoppers in other currencies are charged the converted amount (your markets' exchange rate).

## 3. What it applies to

* **Entire order** — the fee is based on the whole cart.
* **Specific products** — the fee applies only when the cart contains products you choose (next section).

## 4. When it applies

**For the entire order**, choose one:

* **Every order**
* **Order value** — *is more than / at least / less than / at most / exactly* an amount
* **Product quantity** — compared with the total number of items

**For specific products**, add one or more conditions:

| Condition | Options |

| **Product tags** | *Are* / *Are not* — type tags, or pick from your store's tags |
| **Product title** | *Is exactly* / *Contains* |
| **Specific products** | *Are* / *Are not* — choose with the product picker |
| **Collections** | *Are* / *Are not* — choose with the collection picker |

With more than one condition, choose whether a product must match **all** of them or **any** of them.

>
> Across all your fees you can use up to 3 different lists of tags and 2 different lists of collections. A list is the set of tags (or collections) in one condition. Fees that use exactly the same list share it. See [Fee limits](https://codebeans-customer-cart-manager.mintlify.site/fees/limits-and-faq.md).

## 5. Where it applies

* **All countries**
* **Specific delivery countries** or **Specific billing countries** — select the countries.

>
> A shopper's country is only known once they enter their address, so country-based fees are **added at checkout, not in the cart**. Mention the fee on your product, cart or shipping page so it isn't a surprise.

## 6. Optional settings

| **Treat the fee as a virtual product (no shipping)** | On |
| **Only apply this fee at checkout** | Off (always on for country-based fees) |
| **Shopper messages** — shown when someone tries to change a locked fee | Built-in messages; type your own to replace them |
| **Cost per fee** — your cost, for [profit reporting](https://codebeans-customer-cart-manager.mintlify.site/fees/reporting.md) only | Empty |

## Save and activate

* **Create & activate** — the fee goes live straight away.
* **Save as draft** — saved, but not charged until you click **Activate**.

On an existing fee, use **Save**, **Activate** / **Deactivate** and **Delete** at the top of the page. Deleting a fee removes its fee product from your store; past orders aren't affected.

> [!NOTE]
>
> Each fee is a hidden product in your store (tagged `cb-fee`), so it can appear on orders. Don't edit or delete these products in Shopify admin — manage them from the app. If one goes missing, **Refresh all fees** on the Fees page recreates it.
